Menthol is a Flavoring Too

A 2009 law gave the FDA authority to ban certain candy flavorings from cigarettes, however the flavorings which were banned were never on the market or were already taken off the market.  Menthol, the one flavoring most kids smoke, was not removed because it would affect the most smokers as well as continue to benefit big tobacco.   While overall smoking rates declined between 2004-2008, the rate of smokers 12 to 17 years old using menthol cigarettes rose from 44% in 2004 to 48% in 2008.
